Since 1984, Richard has served as Director of the POLC, and is responsible for its day-to-day operations, as well as, the execution of any and all actions approved by the Executive Committee. He is a retired member of the Detroit Police Department serving in numerous elected union positions, his last being that of Secretary-Treasurer of the Detroit Police Officers Association. Richard currently serves on the Executive Board of the National Associations of Police Organizations (NAPO), he is a lecturer and author of several labor relations / labor management articles.
